Challenge

Federal, state, local and military organizations in the Seattle metropolitan area - responsible for the same airspace during FIFA World Cup 2026 - had no shared operational picture, no pre-agreed authority model, and no rehearsed coordination protocol between them. When an aerial threat appears, who calls whom, and what is each agency authorized to do?

Solution

A multi-agency readiness exercise hosted at JBLM with the US Army 7th Infantry Division and 15 participating agencies including FBI, CISA, DHS, King County Sheriff cUAS Task Force, Seattle PD, Washington State Patrol, FEMA, Air National Guard 10th CST and FIFA SEA LOC. OVERWATCH served as the shared coordination layer - one live aerial picture for every agency, role-based authority, so each organization saw and could act only within its own mandate.

15 agencies operating from a single shared aerial picture, each within its own defined authority
Full data report produced showing detection and tracking capabilities of all participating sensors
Pre-established authority model and rehearsed coordination protocol ready for World Cup deployment
